A flower garden is made up of a rectangular portion and two semicircular regions are extended to length side of the of the rectangle. If the length and width of the rectangular portion are 16 \(m\) and 8 \(m\) respectively, then calculate the perimeter of the garden and the total area of the garden. [Use $\mathrm{\pi }$ = 3.14]
